HOUSTON, TX / ACCESS Newswire / October 22, 2026 / EfilePermit has published a preliminary research report examining how seller's permit and sales tax registration requirements vary across the United States.

The report, titled America's Most Bureaucratic States: The 2027 Business Permit Nightmare Index, reviews publicly available government guidance and introduces a framework for evaluating the administrative requirements businesses encounter when registering to collect sales tax.

The research focuses on differences in application procedures, documentation requirements, processing timelines and state and local registration systems.

State Registration Procedures Differ

According to the Tax Foundation's midyear 2026 analysis, 45 states impose statewide general sales taxes while 38 states permit local sales taxes.

EfilePermit's review of published government guidance identifies several differences:

  • Texas: Sales tax permits generally carry no application fee, but applicants are advised to allow two to three weeks to receive their permits.
  • New York: Businesses generally must apply for a Certificate of Authority at least 20 days before beginning taxable sales.
  • California: Seller's permits generally have no application fee, although certain applicants may be required to provide a security deposit.
  • Colorado: Some home-rule municipalities administer local sales tax registration requirements separately from the state.

These examples illustrate differences in registration costs, administrative procedures and the timing of government authorization.

"One of the key observations from our research is that registration costs and administrative requirements do not always move together," said David Song, chief researcher at EfilePermit. "A permit may be available without a government application fee, yet applicants must still account for documentation requirements, processing timelines and other procedures."

Proposed Framework for Measuring Registration Difficulty

The report introduces a proposed 100-point Seller's Permit Registration Difficulty Index based on seven administrative dimensions: eligibility requirements, documentation, online application usability, processing timelines, registration fees, jurisdictional requirements and post-registration obligations.

The framework is intended to establish consistent criteria for comparing registration procedures across jurisdictions.

The current publication represents a preliminary review of selected state systems. It does not include a completed nationwide ranking.

Upcoming Registration Changes in 2027

The research also examines regulatory developments expected to affect businesses in the coming year.

New York's Department of Taxation and Finance has announced a sales tax Certificate of Authority re-registration program scheduled to begin in summer 2027. The program will occur over three years and is intended to update business information maintained by the department.

The development provides an example of how registration responsibilities can continue beyond a business's initial authorization.

"Registration requirements are not necessarily limited to the initial application," Song said. "Businesses may also encounter ongoing reporting, renewal or re-registration obligations. Understanding these requirements is an important part of evaluating the overall administrative process."

The report identifies opportunities for additional research into how state agencies communicate registration requirements and how their administrative procedures differ.
