Reinterpreting Chinese Classics:”Strengthening planning at the top level and delegating details to the lower levels”

Chinese President Xi Jinping quoted the phrase“Strengthening planning at the top level and delegating details to the lower levels” in his speech at the second full assembly of the Fifth Plenary Session of the 19th CPC Central Committee on October 29, 2020.

It comes from Zhongxing Wulun, a collection of essays on political affairs written by Southern Song Dynasty (1127-1279) philosopher Chen Liang.

He said the creation of a new development dynamic is a systemic project, and “we should strengthen planning and designing at the top level, and delegate detailed tasks to the lower levels with priorities assigned.”

In recent years, China has been committed to fostering a double development dynamic with the domestic economy as the mainstay and the domestic economy and international engagement providing mutual reinforcement.

The new dynamic the country advocates could be an inspiration to the world. For more than a decade, China’s growth has ranked first among major economies, serving as a locomotive for the world economy. It has played a pivotal role in stabilizing development in the face of challenges ranging from the 2008 financial crisis to the COVID-19 pandemic.

President Xi proposed the Global Development Initiative while addressing the general debate of the 76th Session of the UN General Assembly via video link on September 21, 2021. The initiative prioritizes a sustained commitment to development, a people-centered approach, benefits for all, innovation-driven development, harmony between humanity and nature, as well as results-oriented actions.

Targeting prominent issues, the initiative answers key questions such as the rationale for development, how to develop, and whom to serve and rely on. It calls on the international community to work together to steer development toward a new stage of balanced, coordinated and inclusive growth.

China has been active in implementing the Global Development Initiative.

For instance, its rapid containment of COVID-19 clusters at home has helped keep the global industrial chain stable. It has also provided many other countries with much needed vaccines, contributing to the global pandemic response and economic recovery. The China-proposed Belt and Road Initiative offers an important platform to advance development across borders. China has eradicated absolute poverty, achieving the poverty reduction goal of the UN 2030 Agenda for Sustainable Development 10 years ahead of schedule. With a pledge to peak its carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060, China is redoubling its efforts to address climate change and promote green development.

The Global Development Initiative could be a rallying call for the international community to build consensus and join hands in creating an environment conducive to development.
