Notice On The Declaration Of The Teaching Resource Construction Project Of “International Chinese Language Education Chinese Proficiency Standards” In 2022

The Teaching and Resources Division of the Language Cooperation Center is responsible for the declaration and management of the project.

According to the needs of international Chinese language education teaching resources construction, in order to further optimize the teaching resources supply capacity, actively play a market-oriented role, fully mobilize the enthusiasm of all sectors of society to participate, widely absorb global high-quality resources, accelerate the creation of high-quality international Chinese language teaching resources system, the Chinese Language Exchange and Cooperation Center (hereinafter referred to as "Language Cooperation Center") (hereinafter referred to as "Language Cooperation Center") organizes the declaration of the teaching resource construction project of "International Chinese Language Education Chinese Proficiency Standards" for the year 2022, and hereby informs the relevant matters as follows.

I. Declaration content

(I) Project categories and scope of selected topics

Teaching resource construction projects include key projects, general projects and commissioned projects, all of which are implemented by means of open application and expert evaluation. In order to do a good job in the declaration of teaching resources projects, on the basis of extensive consultation with relevant experts, the Language Cooperation Center has prepared the "Guidelines for the Declaration of Teaching Resources Construction Projects for the Year 2022" (hereinafter referred to as the "Declaration Guidelines") (Annex 1) around the needs of international Chinese education teaching resources construction. The project declaration and management are carried out in accordance with the "Project Management Measures for the Construction of Teaching Resources for International Chinese Language Education" (Annex 2). The declaring units or individuals shall determine the declaring projects according to the project categories, project framework and basic criteria for evaluation listed in the Declaring Guide. In principle, teaching resource projects other than those listed in the Declaration Guide will not be accepted. The declared projects are not limited to the language of the annotations, with emphasis on supporting projects with multilingual annotation or translation potential. The declared projects are not limited to new, revised and follow-up projects, with emphasis on supporting new projects.

Applicant units or individuals should plan their projects carefully around this notice and the Reporting Guide, establish a sense of quality, highlight the characteristics of international Chinese language education, create an international famous brand, tell a good Chinese story and spread the Chinese voice.

The declared projects should strictly follow the Copyright Law and other laws and regulations to obtain the copyright of the declared works according to the law and ensure the clear attribution of copyright.

The declared projects should reflect the concept of integrated publishing in the new era, and paper textbooks should be accompanied by audio and video products, teaching materials, teaching examples and other digital resources. Pure paper teaching materials are not accepted. Independent digital teaching resources should be deeply integrated with new technologies.

In principle, the construction period of the project should not exceed one year. In case of special circumstances, it will be agreed in the cooperation agreement after consultation between the reporting unit or individual and the Language Cooperation Center.

II. Conditions for declaration

Projects that have received financial support from the National Publication Fund, Silk Road Book Publishing Project, Classic China International Publication Project, etc. shall not be repeatedly declared. Projects that have received projects or financial support from the Language Cooperation Center shall not be repeatedly declared. Encourage Sino-foreign cooperation, school-enterprise cooperation and multi-participation, joint investment in research and development projects.

Applicants include book publishers, overseas publishers, overseas copyright agencies, domestic and international Chinese education-related teaching institutions, and companies approved by the national press and publication administration.

Individuals must have the following conditions: abide by the Constitution and laws of the People's Republic of China, have the ability to independently develop or organize the development of international Chinese language education teaching resources, and be able to undertake substantial research and development work. Members of the project team must obtain their consent and sign to confirm, otherwise it is regarded as a violation of the declaration.

In principle, an individual applicant can only declare one project as the person in charge in the same year, and can only participate in one project as a member of the project team. Project team members can participate in a maximum of two projects in the same year.

Any unit or individual who undertakes the teaching resource construction project of "International Chinese Language Education Chinese Proficiency Level Standards" in 2021 must, in principle, submit to the Language Cooperation Center an application for the completion of the project in 2021 or the phase results, and can only declare the teaching resource construction project of "International Chinese Language Education Chinese Proficiency Level Standards" in 2022 after the approval of the Language Cooperation Center.

III. Declaration Procedures

(I) Declaration Method

The project declaration process is carried out through the "Project Management Platform of the Chinese and Foreign Language Exchange and Cooperation Center" (hereinafter referred to as "Management Platform"). The system is the only online platform for the declaration of the teaching resources construction projects of the Center for Language Cooperation, and the web link is: https://pmplatform.chinese.cn/ui/start/#/login. Please visit the "Management Platform", click on "Register User", complete the account registration, and then register your account. After completing account registration, enter "International Chinese Education Teaching Resources Project" and select "International Chinese Education Chinese Proficiency Standards" in the "Shortcut" section. Teaching Resource Construction Project" can be declared. If you have any technical problems, please scan the QR code on the home page of the platform for consultation.

(II) Material requirements

Applicants fill out, submit, export and print the application form in the filing system. Before the filing deadline, the submitted application form can still be modified and reprinted. The applicant's unit will review and stamp the application form, and the applicant will scan and upload the entire application form, paper textbook preface or instructions for use, table of contents, sample lessons, etc., digital resources text introduction and DEMO, etc. in the filing system after the seal is applied. Any application that is not uploaded as required or uploaded with incomplete, unclear or wrong content will be considered invalid. The applicant's unit does not need to log into the reporting system for review.

(iii) Deadline

The filing system accepts project declarations from the date of this notice, and the deadline for filing is 24:00 Beijing time on September 30, 2022, after which no application will be accepted. Paper copies of relevant materials (except digital resources) should be mailed to the Language Cooperation Center with the official seal of the reporting institution by October 15, 2022.
