What Grigor Ter-Ghazaryan’s Cascade Plan Would Add to the Top of Yerevan’s Landmark

A 30,000-square-meter cultural hub, a 1,000-seat concert hall and a contemporary art museum are part of the plan for the Cascade’s unfinished upper section.

YEREVAN, Armenia – Anyone who has climbed the Cascade in Yerevan knows where it stops. The monumental staircase rises from the city center toward the heights above it, and then the finished part simply ends. The upper section has never been completed.

That may change. In 2025 GTB Development, part of Grigor Ter-Ghazaryan’s GTB Holdings, won a tender connected to the reconstruction of the complex. The project description sets out what the developer plans to build there, and it reads more like a cultural district than a single building.

What is planned

  • A cultural hub of roughly 30,000 square meters.
  • A concert hall with 1,000 seats.
  • A contemporary art museum.
  • Space for state ceremonies.
  • Public grounds open to residents and visitors.

The project is expected to generate approximately $700 million in total sales.

For residents, the most important item on that list may be the last one. The Cascade is a public space first, a place where residents and tourists gather freely, and the view from the top has long been part of how the city is seen and photographed. Public grounds would keep that character at the new upper level.

The concert hall and museum point in another direction. A 1,000-seat hall is a mid-sized venue by international standards, large enough for orchestral programs and touring performers. A contemporary art museum at the top of the Cascade would sit in conversation with the art already displayed lower down the complex.

Plans of this kind are also judged on what happens after opening day. Halls need programming, museums need collections and staff, and public space needs upkeep. The Cascade is tied to Yerevan’s cultural identity, tourism and public life, so execution and public trust will matter as much as the construction itself.

For now the project is at the stage of commitments and a published program. Many people in Yerevan will be watching what gets built at the top of the stairs.
