Elon Musk wants to reopen Tesla’s Fremont factory today — but that might not be so easy

Gov. Gavin Newsom's announcement that manufacturing can resume had Elon Musk cheering and planning to restart Tesla's Fremont factory, but Alameda County could have final word in whether that plant reopens.
