CAST Accepted as Government Standard

CAST, the leader in software analysis and measurement, today announced that the French administration has selected the CAST Automated Function Point counting platform as its standard for automated software throughput measurement.

Following a public inter-ministerial RFP process, the CAST platform was selected by the French State Procurement Service for measuring the output of application development and maintenance contracts. CAST becomes the default solution for all ministries in the French administration to measure the quantity of new and incremental software using the Function Point metric. When combined with development workload and/or contractor invoices, this will allow for a standardized measure of Application Development & Maintenance (ADM) throughput and performance.

The government’s deficit reduction efforts and ongoing modernization of its information systems, combined with continued reliance on outsourcing have led the French administration to take a concrete step to raise visibility and control over the cost and value of IT projects, and harmonize its IT governance practices. The Function Point offers a standardized measurement unit, independent of the programming technology used, that can be benchmarked. In January of this year, the Object Management Group (OMG) announced the standardization of the Automated Function Point, contributing to broader adoption of this unit of measure for ADM performance management.

Function Points must be counted manually for project estimation but can be automated for existing applications and minor or major enhancement work. The OMG standard is based on Consortium for IT Software Quality (CISQ www.it-cisq.org) recommendations and the IFPUG (International Function Point User Group) counting manual.

The latest release of CAST’s flagship product, the Application Intelligence Platform (AIP), is fully compliant with the OMG AFP standard. AIP can also provide structural quality assessment in line with CISQ specifications for Resilience, Efficiency, Security and Maintainability. Coupled with AFP counts, this provides risk-adjusted productivity measures, and balances current development velocity against technical debt that will impact future IT and business productivity.
