Until approximately two years ago, it took 7 to 15 seconds to connect a 3G call and start sending video. This time delay is considered far too long for a commercially viable service. Recently, an extension to the 3G-324M protocol (annex K) was ratified by the International Telecommunications Union (ITU) and the 3GPP to reduce call setup time. This extension, known as MONA, was defined by RADVISION and other industry players. The MONA specification is designed around a set of three different techniques, which may be used during call setup procedures to shorten the time necessary to setup a video call.
